Managing Director of Capital Markets

Andrew Burguiere joined Virginia Housing in 2021 and has been the Managing Director of Capital Markets since 2024. He has more than 25 years of buy and sell side experience in debt, capital markets and structured finance. Burguiere is responsible for directing the funding strategies for nearly $2 billion dollars in annual mortgage originations, negotiates credit and liquidity facilities, and leads the investment portfolio and interest-rate hedging program to manage the risk and liquidity of Virginia Housing’s balance sheet. Burguiere’s team generates income that directly supports Virginia Housing’s mission, including funding for grants and subsidies through the REACH Virginia program.

Prior to joining Virginia Housing, Burguiere spent nearly a decade at Wells Fargo Securities as a Director in Asset‑Backed Finance, where he helped grow the business and co‑led a team covering all sectors within structured products. Before that, he worked at Merrill Lynch in London and New York, where he built the firm’s European and Middle East marketing and syndication efforts for U.S. structured products and supported the firm during the financial crisis. He began his career in investments as a junior portfolio manager at AllianceBernstein and GE Asset Management.

Burguiere holds a Bachelor of Science in Finance from the University of Scranton and is a CFA charterholder. Outside of work, he has visited 20 U.S. National Parks and 21 European cities, is an avid Liverpool FC fan and advocates for animal rights.
