Monique Johnson

Chief of Programs

Monique was appointed Chief of Programs in April 2024. She previously served as Managing Director of Community Outreach, where she was responsible for fostering relationships with housing service providers and grant assistance programs across the Commonwealth. Monique’s lived experience has been a driver for her to pursue a career in affordable housing. She was drawn to Virginia Housing’s mission because it aligns so closely with her purpose and passion.

Monique’s career includes over 20 years of experience in affordable housing development, commercial real estate lending, and organizational strategy and program operations. She is passionate about solving complex problems and mentoring the next generation of leaders. Monique also sits on the Board of the Housing Association of Nonprofit Developers and is a member of the Virginia Commonwealth University Real Estate Circle of Excellence.

Prior to joining Virginia Housing, Monique was the Chief Operating Officer at the Better Housing Coalition and Vice President at Virginia Community Capital.

Monique holds a Ph.D. in Public Policy and Administration from Virginia Commonwealth University, a Master of Business Administration from the University of Richmond, and a Bachelor of Science degree in Civil Engineering from the University of Virginia.

In her personal time, she enjoys being a mentor, teaching and practicing yoga, and traveling with her husband Darius and daughter Phoebe.

Hil Richardson

Chief Financial Officer / Managing Director of Capital Markets

Hil Richardson joined Virginia Housing in 1994 as Finance Manager, and was promoted to Director of Multifamily Housing in 2013, and to Managing Director of Capital Markets in 2017. Since January 1, 2022, he has served as Chief Financial Officer. Prior to joining us, Hil was an analyst at the Virginia State Corporation Commission’s Bureau of Insurance.

Hil relishes his involvement with Virginia Housing because it affords him the rare opportunity to apply a commercial lending model to a public enterprise that supports affordable housing. He finds that our true strength lies in our lending, subsidy and grant programs, as well as our engagement with a wide variety of partners throughout the Commonwealth that help us to leverage those strengths.

Hil earned a BA from the University of Virginia and an MBA from Virginia Commonwealth University. When not in the office, Hil enjoys traveling to destinations both near (like North Carolina) and far (like Australia) and spending time with his wife and two rescue dogs, a miniature rat terrier mix and a Korean Jindo mix.
