Madelyn Peay serves as the Managing Director of Community Outreach for Virginia Housing, where she leads statewide strategies that expand housing access, strengthen community partnerships and support underserved populations. In this role, she oversees key initiatives, including housing education, grant administration, the Housing Choice Voucher Program and collaborative outreach efforts across the rental and homeownership divisions.
Peay previously served as CEO of Richmond Metropolitan Habitat for Humanity, where she reshaped the organization’s strategic direction, strengthened internal operations and led a record-breaking $3.2 million fundraising year. Her earlier 12-year tenure at the Hopewell Redevelopment and Housing Authority culminated in her role as Chief Operating Officer and overseeing major capital projects, voucher program transformation and full allocation of federal stimulus funding.
She holds an MBA in Real Estate Property Management, a Bachelor of Science from Virginia State University, multiple housing industry certifications and proudly served as a Supply Sergeant in the U.S. Army National Guard.
