Russell Accashian is the Managing Director of Information Technology for Virginia Housing. He is an award-winning technology executive who helps complex organizations modernize, innovate and deliver measurable business value. With nearly three decades of leadership experience across government, financial services, healthcare and mortgage organizations, he is known for connecting strategic vision with disciplined execution.
Previously, Accashian served as the Chief Information Officer for the Virginia Department of Behavioral Health and Developmental Services (DBHDS) where he directed a multi-year technology and business modernization that delivered significant savings all while accelerating delivery and strengthening internal capabilities.
Before joining DBHDS, Accashian served in executive and senior leadership positions at Bank OZK, Fifth Third Bank and Fannie Mae. His earlier career included technology leadership at GE Healthcare and Capital One, as well as a foundation in accounting.
His contributions have been recognized with the 2025 AWS Champions Award, 2025 Commonwealth Technology Award, 2025 RVATech Public Sector Innovator of the Year Award and 2026 Snowflake Data Drivers Award.
