Steve Mintz

Deputy Chief Counsel

Steve Mintz is the Deputy Chief Counsel for Virginia Housing. He joined the organization in 2004 after a decade of practicing law in Richmond, primarily focused on handling real estate transactions, bankruptcy litigation and representing creditors in a variety of matters.

Mintz spent more than nine years as Associate Chief Counsel at Virginia Housing before being named Deputy Chief Counsel in 2021. In his role as in house counsel, he oversees a broad portfolio of legal responsibilities, ranging from day to day operational issues to the complex legal work involved in Virginia Housing’s tax credit and bond programs.

He earned his Bachelor of Arts from the College of William & Mary and holds both a law degree and an MBA from the University of Richmond. Growing up in western Fairfax County, Mintz witnessed the early stages of the housing development boom that would later define the region. Outside of work, he enjoys spending time with his wife and children, tackling projects on their farm, hiking in the mountains, and watching Formula 1 racing and football.
